FSBI “N.F. Gamalei National Research Center for Epidemiology and Microbiology "of the Ministry of Health of Russia as part of the federal target program" National System of Chemical and Biological Safety 2015-2020. " develops a hardware-software complex for processing and geoinformational statistical analysis of data of the all-Russian epidemiological monitoring of the collective immunity of infections.
The complex will allow to store, collect and process large amounts of information about the protection of the Russian Federation population from infectious diseases, including the preparation of statistical reports and build models and forecasts based on predictive analytics.
The project aims to prevent biological threats, increase safety, control the spread of infections, and prevent epidemics. Analytical data can also be introduced and used to plan adjustments to the National Calendar of Preventive Vaccinations, which will allow to clarify the timing and geography of vaccination coverage to increase the effectiveness of preventive measures. In addition, the analytical system can be useful in planning vaccination activities according to epidemic indications.
The functionality of the application, developed by researchers of the Ministry of Health of Russia in conjunction with the Russian analytical company Marketing Logic, allows to scan and recognize personal data, with the help of which a response database of respondents is formed. It contains statistics on past illnesses, vaccinations, as well as additional information by which artificial intelligence and machine learning systems will identify factors and risk groups, the estimated spread of infections in each region and city of the country. The list of infections and diseases contains more than 20 items: from flu and chickenpox to tuberculosis, hepatitis, encephalitis and meningococcal infection. In addition to the results of so-called “routine” analyzes, the system will be able to aggregate and process the data of the sequenced genome of pathogenic microorganisms to identify biological risks at the gene level. Based on the information received, the module of the system will be able to offer solutions for optimizing processes for the most efficient and quickest work on updating action plans to improve the collective immunity of citizens.
All information from the module and other sources is collected in a single database of the software and hardware complex, where each element is assigned a unique number.
The application interface assumes the ability to display actual and analytical information on an interactive map with various data layers, as well as with the ability to group, compare, highlight and combine different data depending on goals and objectives in various reporting forms. The new software integrates with existing laboratory information systems, which allows online transfer and processing of data received at research centers throughout Russia.

It is necessary to create technologies and systems that can integrate information about the protection of the population and risk factors for infectious diseases in a short time or even in real time. To do this, we need to update the data and analyze it immediately, taking into account the link to cities, routes of people and migration flows within and outside the country, climatic and geographical conditions, the activity of natural foci of infections, as well as data on the level of collective immunity, historical data on outbreaks of individual infections, etc. With the help of Marketing Logic experts and developers, we design and implement exactly such software. Now we are not even talking about a single product, but a line of software and analytical tools. This will allow us to fight infections much more effectively, prevent epidemics and biological threats. The implementation of a hardware-software complex for processing and geoinformational statistical analysis of data from the all-Russian epidemiological monitoring of collective immunity provides for three stages: the first of them is already completed - the basic properties and tasks of the system are identified, the code and algorithms of the basic functionality are written. Implementation of the application, connection to the existing information systems of the Ministry of Health is provided for in the third stage, which will be completed by June 2020.
